Swollen Eye

Hi, we are having a problem with one of our male discus. He is a 6 inch blue tiger snakeskin. He is in a 300 litre bare bottom tank with 2 pieces of planted bogwood. PH 6.5, ammonia and nitrite 0, nitrate 5. He gets a 15% water change every day and is fed twice a day, Hikari discus bio gold in the morning and frozen brineshrimp with omega 3, daphnia, bloodworm or discus mix in the evening.
A few weeks ago now we noticed that his right eye was rather swollen. There was no clouding and we had our cleaner plec in the tank at the time so we put his injury down to that, removed the plec and added some epsom salt to try and bring down the swelling. This didn't seem to help so we continued with our usual waterchanges in the hope that it would heal itself but it didn't so after couple of weeks we tried Interpet's anti internal bacteria treatment with rock salt which was also unsuccessful.
Any advice appreciated as we are at a loss of what to do for him now. He is currntly on his own as we didn't want to put him with our other discus until he has recovered.
